“El propio Fidel era quien protegía a los etarras y guerrilleros en Cuba” - Benigno en "La Gaceta" via cuba.blogspot


París.- “Raúl es mucho peor que Fidel”. Dariel Alarcón Ramírez, alias Benigno, sabe bien de lo que habla porque fue amigo íntimo de los hermanos Castro y sirvió durante 36 años al régimen de la isla. Con tan sólo 16 años conoció a “unos hombres vestidos de uniforme verde oliva, con barba y que cargaban fusiles, cuando acudieron a mi finca en Sierra Maestra pidiendo comida ; yo les abastecí durante varios meses”. Pero cuando la Guardia de Batista se enteró de la inocente colaboración de Benigno con el Ejército Rebelde, los soldados llegaron a su casa y asesinaron a su mujer. “Fue mi ansia de venganza y de hacerme con un fusil lo que me llevó a echarme en los brazos de Fidel Castro, Camilo Cienfuegos y el Che Guevara”. Dariel cuenta en exclusiva a LA GACETA que ocupó varios puestos dentro del Gobierno, entre ellos, coronel de la Inteligencia Cubana y entrenador de extranjeros. “Poco a poco fui viendo cosas que me desagradaban, pero me horrorizaba pensar que Fidel, al que yo quería como a un padre, nos había engañado”.
Aunque consideraba que marcharse de Cuba era un acto cobarde, el tener que vivir entre tanta corrupción “se convirtió en una verdadera tortura”. “Me vigilaban constantemente, pero en el año 1996 conseguí el asilo político en París y me fui”.
-Dice que ahora se arrepiente de haber sido amigo íntimo de Fidel y Raúl, ¿en qué se diferencian los hermanos Castro?
-Aunque el que sigue moviendo los hilos en la isla es Fidel, porque es el inteligente de los dos, el más maquiavélico y el dictador, yo diría que Raúl es mucho peor que su hermano porque para todo utiliza la fuerza. Ha conseguido militarizar a todo el país y estoy seguro de que ya tienen preparado a un sucesor.
-Dicen que la muerte del ex preso Orlando Zapata ha supuesto un antes y un después en la isla, ¿qué papel desempeña la disidencia? ¿Cree que el régimen está en un momento de extrema debilidad?
-Yo considero que la disidencia está realizando un papel extremadamente importante y me siento orgulloso de ser cubano gracias a ellos. Desgraciadamente, muchos de estos grandes luchadores no lograrán ver el fruto de su sacrificio. Sin embargo, estoy seguro de que el cambio llegará a la isla algún día. Por otro lado, los Castro siempre buscan la forma de poder acusar a otros de sus males y de cubrirse las espaldas. Gracias a Gobiernos como el de Chávez y Morales y a los infiltrados que tienen en el extranjero, que les informan de los pasos de los opositores, consiguen mantenerse a flote. El presidente venezolano ayuda mucho a Cuba. De su parte, llegan diariamente a la isla 96.000 barriles de petróleo, que –según Chávez– son gratuitos. Pero eso no es verdad. Esa ayuda se paga con los más de 40.000 cubanos profesionales de distintas ramas que hay en Venezuela.
-Uno de sus primeros trabajos como mano derecha de Fidel tras la revolución fue el entrenamiento a guerrilleros extranjeros. ¿Dónde y cómo llevaban a cabo esta formación?
-Los campos de entrenamiento estaban repartidos por todo el país, pero la base central era la de Pinar del Río. Yo llegué a entrenar a unos 4.000 extranjeros de todas las nacionalidades, de toda América Latina, menos de Costa Rica, porque hasta haitianos he preparado, más los africanos. Ellos llegaron pidiendo ayuda para hacer su revolución. Yo los preparaba militarmente, desde cómo se formaba una base militar hasta el manejo de explosivos; los sacaba de allí hechos unos verdaderos rangers. Éstas eran las escuelas PETI directamente dirigidas por Fidel y por Manuel Piñeiro Losada. Del mismo modo, en distintos puntos de La Habana también se formaba a otro tipo de extranjeros para la lucha urbana. Allí se aprendía a poner bombas en las ciudades, actividades relacionadas con el espionaje, se entrenaba con todo tipo de artefactos, se enseñaba a asaltar bancos...; en definitiva, a desestabilizar las capitales. El objetivo era lograr que ellos, en un momento dado, obtuvieran lo que nosotros habíamos conseguido en Cuba: tener a su propio Fidel. Pero es cuando va pasando el tiempo cuando yo me doy cuenta de lo que verdaderamente se está sembrando en nuestro país: nos enseñaron a tener miedo a todo, a odiar a quien no estaba con la revolución.

Grandeza internacional

-¿Quién iba para la lucha urbana?
-Normalmente, seleccionábamos de cada grupo a 5 ó 6 que reunieran una serie de condiciones para que se ocuparan de la lucha urbana. Al resto se les preparaba para la guerra de guerrillas. En Cuba se entrenó a las FARC, a ELN, Tupamaros, Sandinistas… Gente como el uruguayo Raúl Sendic o como Pedro Antonio Marín Tirofijo, fundador de las FARC.
-¿Entre estos terroristas se encontraban etarras vascos?
-Yo directamente no entrené a ninguno, porque yo me dedicaba a la preparación de guerrillas y allí ellos no estaban. Pero sí conocí a varios vascos en Cuba que se formaban en la lucha urbana. Ellos estaban protegidos por el Gobierno, lo que pasa es que no se les conocía por sus nombres reales porque se movían con pasaportes falsos sin su verdadera nacionalidad. Los vascos irían seguramente a Cuba a aprender sobre el conocimiento que tenía la isla en explosivos.
-¿Qué recibía Fidel por preparar a los guerrilleros?
-El entrenamiento era a cambio de que esta gente tuviera la oportunidad de tener una revolución como la nuestra y, según decía Fidel, de llevarles la libertad. Hubo un enfrentamiento con los rusos, ya que entre Cuba y Rusia se había firmado un pacto por el cual se aseguraba que no se ayudaría a ningún movimiento armado. Pero Fidel sí lo hacía porque esos grupos le trataban a él con respeto. Le otorgaban grandeza internacional, que era lo que él buscaba. El poder era y es lo que verdaderamente vuelve loco a Fidel. Así dedicamos más de 20 años a preparar hombres para la lucha.
-¿En qué tipo de condiciones vivían estos grupos armados?
-Primero de todo, cuando ellos conseguían entrar en Cuba, se les facilitaba una documentación falsa para moverse por el país. Una vez allí, se les alojaba en residencias en Miramar, la misma urbanización en la que viví yo y donde aún reside la alta dirigencia cubana. Todo esto estaba atendido por el Comité Central del Partido Comunista y directamente eran Fidel Castro y Manuel Piñeiro quienes daban esa atención especial a los extranjeros. También disfrutaban de los mismos privilegios que tenían los castristas. Eso sí, a ellos no se les dejaba conducir, por lo que tenían chófer propio con su coche para llevarlos a donde tuvieran que ir. Incluso los acompañaban cuando iban de fiesta a cabarés cubanos como Tropicana, a las playas, de excursión por la isla...
-¿Recibían también un salario en dólares estos terroristas extranjeros?
-Sí recibían un salario, pero yo no tengo constancia de que éste fuera en dólares. Lo que sí sé es que después del entrenamiento en Pinar del Río, que solía durar entre tres y seis meses, se les llevaba a otras residencias en La Habana, donde también se alojaban con todos los gastos pagados y se les daba, además, una ayuda de 60 pesos cubanos al mes para ir al cine o comprarse algo especial. Una vez allí, se les entregaba a cada uno una nueva documentación: una tarjeta de técnico extranjero.
-¿Cómo lograban regresar a su país?
-El departamento América les preparaba su nueva documentación falsa, porque no era nunca la suya original, para que volvieran a su país. Normalmente, los sacábamos siempre por la Unión Soviética y de ahí a Europa. Estaba todo muy bien organizado y planeado.
-¿Actualmente se continúa con estos entrenamientos o se da refugio a terroristas en Cuba?
-Ya no creo, porque Cuba ya carece de ese atractivo y de ese poder económico. Aunque, sinceramente, tampoco lo descarto. Algunos sí me consta que se han quedado allí, entre ellos vascos. Yo tuve una relación muy cercana con dos o tres de ellos porque eran amigos de mi compañero, que los entrenaba, y compartí, en varias ocasiones, mesa y mantel con ellos. Pero a Cuba también ingresaron otro tipo de gente, no sólo estos terroristas, como por ejemplo, Robert Vesco, que era un fugitivo narcotraficante americano perseguido por el Gobierno estadounidense por estafa al fisco, pero que Cuba lo puso de director de Cayo Largo. Fidel daba facilidades a este tipo de gente para vivir allí como narcotraficantes, pudiendo introducir droga en el país y obtener una fuente importante de divisas.
-A partir de este momento, cuando usted ve tanta corrupción, es cuando empieza a distanciarse de Fidel...
-Sí, pero yo no me lo podía creer. Me horrorizaba pensar que todo había sido una farsa porque como yo era analfabeto, por mi falta de educación, había sido diseñado a la forma de Fidel. Yo lo consideraba mi padre. Aún yo tenía una venda en los ojos. Entonces me destinaron a Bolivia junto al Che.
-¿Qué significó para Fidel la muerte del Che en Bolivia?
-El Gobierno cubano explicó que el Che y la guerrilla en Bolivia habían fracasado porque no obtuvieron el respaldo del Partido Comunista de Bolivia. Pero eso fue mentira. Fidel nos garantizó que allí obtendríamos la ayuda suficiente para seguir adelante con la operación, pero nos dejaron solos. Nosotros pensamos que Fidel nos había engañado, pero no nos atrevimos a hablarlo con el Che. Fidel abandonó al Che en Bolivia porque quería sentirse dueño y señor de todo el territorio cubano. El lema que siempre se había escuchado en Cuba era “Fidel, Camilo y el Che” –de Raúl nunca se hablaba–, y eso el comandante en jefe no lo podía soportar. Ahí Camilo, quien fue siempre mi tutor, y el Che firmaron su sentencia de muerte. Él no quería un segundo. Fidel nos mandó a todos nosotros y al Che a una muerte segura.
-Después de Bolivia, usted fue supervisor de prisiones de Occidente. ¿Vio torturas en las cárceles?
-Hasta que llegué a ese puesto considederaba que esas acusaciones eran completamente falsas. Pero una vez allí lo vi con mis propios ojos.

Torturas

-¿Cómo se tortura en Cuba?
-Las condiciones en las que se vive son inhumanas. Se da tres comidas al día a todo aquel preso común que está en cárcel abierta, los que tienen derecho a trabajar. Pero el que vive en cárcel cerrada, entre los que se encuentran la otra parte de comunes y los políticos, porque para el régimen no existe esa categoría; intenta sobrevivir. Hay dos cárceles conocidas como Kilo 5 (Pinar del Río) y Kilo 7 (Camagüey) que tienen dos y tres pisos subterráneos donde meten a todo preso que consideren rebelde. Ésta es una de las torturas más temidas, pero utilizadas. Allí, sólo tienen derecho a un día de sol al mes, y si se lo ganan. Si tú eres un opositor político, el régimen crea todas las condiciones para que tú caigas por una causa común y puedan llevarte entre rejas. A los que están en cárcel cerrada sólo se les da una comida al día porque consideran que, al no tener trabajo, no gastan energía. El único derecho que tienen es el de solicitar un médico, pero muchas veces se lo deniegan o se lo demoran según convenga. Yo luché para que todas estas condiciones cambiaran, como –por ejemplo– exigir que los presos tuvieran su horario de visitas y pudieran formarse. Algunos me llegaron a llamar “el papá de la cárcel”.

L'implosione Hugo Chavez in Venezuela continua.

Hugo Chavez ha mantenuto un profilo relativamente basso recentemente - non ci sono stati grandi tour mondiali, non accesi discorsi alle Nazioni Unite. L'amministrazione Obama, che una volta ha promesso di impegnarsi "il caudillo venezuelano, è invece tranquillamente ad emarginarlo.
C'è un motivo semplice: l'implosione di Chavez e del sedicente "socialismo bolivariano" sta accelerando.

Le cifre riportate martedi dalla controllata della banca centrale Chavez ritraggonoun'economia che è completamente fuori sincrono con il resto della regione - e forse unica al mondo nel suo grado di pericolo attuale. Il prodotto nazionale lordo è sceso del 5,8 per cento nel primo trimestre, mentre l'inflazione è rimasta al 30 per cento. Gli investimenti privati sono crollati del 27,9 per cento del capitale ha continuato a fuggire dal paese.
Ma gli economisti privati sospettano che la contrazione economica sia ancora peggiore di quello che le cifre ufficiali ammettono. Ma supponiamo che siano corretti. 
Il crash del Venezuela va paragonato ai tassi di crescita trimestrali di 8 per cento in Brasile, Argentina e Messico. Si supera comodamente il crollo della Grecia, che presenta una contrazione del 3 per cento nel primo trimestre.
L'inflazione a Caracas è il triplo il più alta che in Argentina, ed è più che doppia rispetto a quella dell'economia peggiore (Pakistan) tra le 56 monitorate da Economist sito webAnche lo Zimbabwe  sembra buono rispetto al Venezuela: si aspetta una crescita sei per cento di quest'anno, mentre l'inflazione è sotto il 5 per cento.

In breve, la ripresa economica sta prendendo piede in tutto il mondo - ad eccezione del Venezuela di Chávez.

Quando ho fatto notare a gennaio che è la rivoluzione Chavez stava crollando, un coro di blogger-ala sinistra si alzò in segno di protesta.

Gli estremisti sostengono che il Venezuela sta effettivamente facendo meglio del resto del mondo, perché Chavez sta distruggendo il malefico capitalismo male o perché l'implosione del Venezuela è irrilevante per il resto della regione.

Ma, naturalmente, il Venezuela sta davvero implodendo - e le misure disperate di Chavez per arrestarne la caduta libera possono solo fare peggio. 

Un paio di settimane fa, ad esempio, ha improvvisamente abolito il mercato privato dei cambi, che fornisce i dollari per 30 a 40 per cento delle importazioni del Venezuela. 
Il tasso di cambio dollaro era alle stelle, così il governo ha arrestato un gruppo di commercianti di valuta e ha annunciato che le vendite di dollari d'ora in poi dovrebbe essere controllato esclusivamente dalla banca centrale. Il risultato sarà quasi certamente un altro drastica riduzione delle importazioni, il peggioramento della già diffusa carenza di prodotti alimentari e beni di consumo di base, e la creazione di un nuovo mercato nero in dollari.

E, naturalmente, l'implosione del socialismo di Chavez non importa al resto dell'America Latina. 

Non è solo che l'amministrazione Obama non deve più perdere tempo con l'uomo forte, dal momento che sta facendo un ottimo lavoro di auto-distruzione.
È che che i vari clienti e imitatori del Venezuela - in particolare in Bolivia e Nicaragua - rischiamo di perdere entrambe le sovvenzioni e il mantenimento ideologico da Caracas: il tentativo decennale di Chavez di creare un blocco di paesi che la pensano in tutta la regione è a brandelli.
La popolarità del caudillo nell'America Latina di oggi è inferiore al 40 per cento, e il suo appoggio in Venezuela è sceso sotto il 50 per cento (27% seondo gli utlimi dati). 

Con le elezioni per l'Assemblea nazionale previste per questo autunno, chavez  è ricorso alla tattica iraniana di squalificare eminenti oppositori del voto. 
Cercherà di rubare le elezioni, se non funziona cercherà di spogliare il legislatore del potere.

Non importa: Chavez appare impotente a fermare il disfacimento dell'economia del Venezuela - e con essa, la sua "rivoluzione".
Gli sarà lasciata una scelta: arrendersi al malcontento di montaggio del suo paese, o regolare del tutto con la forza.

The current situation in Venezuela is as complex as the words of Moisés Naím are clear and strong . His unmistakable style has always been lucid during his long career in international political economy. Today, he talks about the consequences of the policies implemented in the country, rather than recommendations for their solution because he is convinced that the President will maintain his devastating policies. “Chavez will not hear anything different from what he believes, even though reality sends him strong signals that he is wrong.”
- What is the economic diagnosis of the country? -
The same as that of all Venezuelans. What more needs to be said of a country that has simultaneously extraordinary oil revenues and the highest inflation in the world? Not even African countries without governments and devastated by war have higher inflation than Venezuela. What can we say about the management of a country that has the largest energy resources in the hemisphere but that forces its people to live in a constant nightmare of blackouts and electricity rationing? A country whose policies have the effect of driving massive amounts of capital overseas and the its best trained people, and whose government gives to other countries and without anyone’s’ permission the  nation’s wealth while the vast majority live in misery? The cruelest irony of all this is that the President who claims to be the best at understanding the situation and the suffering of the poor is the one that has imposed the most devastating policies for those same poor. There is no “mision“, grants, gifts, subsidies or other handouts that he can give to poor Venezuelans, that can offset the impact of the combination of inflation, unemployment and murders in which he has condemned them to live.

- Capitalism or socialism, market or state? – 

I believe in a strong state and that it executes well the things that the market and the private sector cannot do or should not do. Police, justice, defense and so on.
The market will not solve education, health, or the insecurity of people in the neighborhoods. That has to be done primarily by the state. But to be effective, the State must be selective. It cannot do everything. The Manichean debate between state and market, between capitalism and socialism is a waste of time and serves only to deceive the unwary. It is obvious that it takes both. It is not one or the other, but how to cleverly combine government and market.
- What do you think is the most serious problem in the economic sphere? -
There are many and they are all well known. But perhaps one of the main mistakes President Chávez has made  is to fall in love with an economic model that depends for its success on this country’s scarcest resource:  efficient government officials. When the President nationalizes companies right and left, they are handed over to officials who don’t have the faintest idea of how to manage such activities. And what we’ve seen is that despite the efforts and good will, or sometimes simply because of laziness or corruption these  nationalized companies quickly collapse. And if the government officials are efficient, why distract them, forcing them to produce sardines  or operate cement industries? Top officials should be put in charge of the public functions that are a priority for the country, those that if are not carried out by the state no one else will perform. If the state does not produce sardines, rice or cement, others can do it. But if it does not ensure that people are not  kidnapped or killed when returning from work, then who will? Protection and personal safety is a service that the rich can buy from the private sector. But the overwhelming majority of Venezuelans depends on the government to protect them and their family.
For Venezuelans it  matters less who is the owner of this or that company, than the fact that their children are being murdered on a daily basis while the President does not seem to be too concerned.
- What will be the result of all these policies? – 
When a credible accounting of what has happened in Venezuela in these last ten years is carried out, we will discover that we lived through one of the most important episodes in the economic history of the world in terms of wealth destruction, loss of productivity and waste of resources that the country desperately needed to lift people out of poverty. Many wars have produced less material damage than the economic policies of these times. Today there are more murders in one weekend in Caracas than in Kabul.
-If you had the power for deciding measures an taking decisions on economic matters, what would you do?
One of the paradoxes of the situation we find ourselves in is that it is not even worth talking about what should be done on economic matters. What good is it to talk about the devastating effects which has the fact that the Government steps with one  foot all the way on the accelerator of consumption , while at the same time pushing strongly on the pedal that brakes the supply. It maintains an aggressive monetary policy and massive public spending which stimulates consumption , while at the same time and almost daily  it announces decisions that cuts  the supply needed to satisfy the booming consumption. We see how the President constantly thunders against speculation and corruption only to follow his laments and threats with measures that everyone knows boost speculation and  provide even more lucrative opportunities for corruption. He claims to suffer for the poor while his Government has become a very efficient poverty producing machine.
-Do you think the Government will abolish the capitalist system and replace it with a socialist system? Do you think it will be able to achieve it?
I only know what the President of the Republic says. And Chavez is sincere, repetitive and emphatic with that. Why should I not believe him when he says he hates capitalism and adores socialism? It is one thing for us not to like it, but it is something else to refuse to listen to what a leader say. Until now he has maintained all of his promises on matters of public policy, even if the policies  don’t work and lead him not to failure regarding his promises about results.
-Why do you think the President is so committed to policies that have not worked?
Because he suffers from ideological necrophilia. He is in love with dead ideas. I don’t know what are the psychological motives that lead him to be in love with a vision that he has proof that has not worked anywhere. And he does not need to know history. It should be sufficient for him to see what is happening to him and the country. At the beginning, the socialist promises and the rhetoric of resentment, racism and revenge gave him political dividends, but the bet on fundamentalist socialism has not been won by anyone in the world. At the end those attempts have always created immense human suffering and the political failure of the fundamentalists that promote them. I don’t know if the love for those dead ideologies that the President has are chronic and addictive. Perhaps he will fall out of love with those bad ideas that he is infatuated with once he finally realizes that things are not working. But for now that love has blinded him. It is a pity that millions of Venezuelans have to pay the immense human costs engendered by Chavez’ blind passion.
-How do you judge the performance of the Venezuelan opposition?
With frustration, understanding and hope. Frustration, because it is difficult to see how it makes mistakes over and over again. Understanding, because the opposition to strong regimes is always fragmented, clumsy, easily sabotaged by the regime and prone to score goals against itself. And hope, because there is no doubt it has matured and learned from its errors. It is admirable to see the persistence and disposition of many in the opposition to continue their fight despite the risks that implies. How dangerous and costly is to be part of the opposition and how easy and lucrative it is to be Chavista! And it is quite revealing that despite this there is opposition everywhere: in the universities, high schools, the workers movement, the business sector, the farmers and cattle ranchers, in the world of culture and science. From the statements of some military that we have read recently in the press even in the Armed Forces. And even within Chavismo. Even the Cubans that come here end up being anti-Chavez.
-What are your projections for the parliamentary elections?
That the opposition will have more representatives in the Assembly that at any time during the Chavez era. It will be interesting to see how he will adapt to a situation in which he no longer controls everything and everyone, all of the time. The muscles you don’t use for a decade become atrophied. And the President has spent too much time without exercising the muscles that allow for the reaching of  compromises with those that do not share your ideas, the negotiation with opposition politicians and the search for agreement with other social forces. All of this is known in other countries –and was known in the old Venezuela– as democracy…

To understand this fully you need to realize that the Chavez clan properties in Barinas are way, way larger than the farm of Diego Arria whose land was occupied mostly by mountain side of no agricultural value except for some coffee grove. In other words, if the law justifies the robbery of the Diego Arria farm it should then have already taken away the much larger estates of the Chavez clan in Barinas.

President Hugo Chavez signed the reformed Ley de Ilicitos Cambiarios on 16 May. The “permuta” swap market is dead, anyone who trades foreign currencies is now a criminal, and Venezuela has been pushed over a precipice with no bottom in sight.
*The legal definition of foreign currency now includes all dollar-denominated securities issued in Venezuela or internationally. Apparently, the new definition of foreign currency also extends to all securities denominated in foreign currency that may be held by Venezuelan citizens including Venezuelans who live abroad, and foreign nationals living in Venezuela, according to some analysts.
*It is now illegal for anyone in Venezuela to buy/sell any securities denominated in foreign currency (dollars, euros, etc.) except through the Central Bank, based on new official procedures which have not been defined precisely yet.
It also appears that Venezuelan nationals outside the country who trade any securities denominated in foreign currency technically are breaking the reformed law even if the securities in question were not issued by Venezuelan entities. Also, it appears that any foreign entity or individual that trades Venezuelan-issued securities outside the country is breaking the law.
*The Central Bank now has a total monopoly on all transactions in foreign currencies and bonds.
Cadivi’s future is unclear, and this could bring Chavez some unexpected problems with the military-controlled gangs that operate Cadivi’s parallel networks through which bribes are paid to ensure that foreign currency applications are officially approved.
Also unclear is what happens now to the billions of dollars that Cadivi has approved over the past 12-18 months which as yet have not been disbursed to the companies and individuals that applied for this foreign currency legally through Cadivi.
*Government entities authorized to enforce the reformed law now include Indebapis (consumer protection), Onidex (immigration and customs); Seniat (tax authority), CNV (National securities Commission), the superintendent of banks, and the insurance superintendent, among others.
The reformed law is a windfall for the corrupt activities that flourish at all Venezuelan ports of international departure/entry.
Caracas Gringo predicts that as of today all Venezuelans and foreign nationals traveling out of Venezuela will be at permanent risk of arbitrary searches of their luggage and persons by National Guard and other law enforcement authorities at the country’s airports, seaports and land border crossings who will be looking for illegal hoards of cash.
Of course, not everyone will be searched, but the reformed law implicitly empowers any security official at any international point of departure/entry to conduct searches of travelers at the official’s discretion. Now that trading foreign currency is illegal excepot through the Central Bank, these officials have a new mission that will line their pockets: the interdiction of illicit dollars and euros held by travelers.
*Anyone who is caught illegally buying or selling foreign currencies (including any securities) will be fined up to $10,000 if the amount is between $10,000 and $20,000, and jailed for 2-6 years for trading any amount over $20,000.
*It appears that the trading of bonds held by Venezuelan companies (i.e. banks) is now prohibited, except through the Central Bank. This is very bad news for private banks that are heavily exposed in government-issued secuties.
With the exception of less than a half-dozen banks, ALL private Venezuelan banks carry substantial portfolios of government-issued securities including Pdvsa bonds. Since the banks now can only trade these securities through the Central Bank under rules (and exchange rates) set by the Central Bank, these securities essentially are now even less valuable than junk bonds.
What happens now?
First, all of Venezuela’s traditional, legitimate brokers shut down their foreign currency operations on 12 May. However, all government-related brokers continued to buy and sell foreign dollars that they received directly from the Venezuelan Treasury. Today is a bank holiday in Venezuela, so we must wait until 18 May to see if government-related brokers will continue trading foreign currency this week.
Second, the regime sent “inspectors” to the offices of all of the traditional currency brokers starting two weeks ago with orders to find anything that looks like “proof” of illicit activities. Caracas Gringo also hears from several financial sources that the owners of at least three brokerage firms – Italcambio, Banvalor and Positiva – could be arrested as soon as this week. But we stress that these reports have not been confirmed yet.
Third, an informal black market has already sprung into existence. Before end-June 2010, the BsF likely will be trading between BsF 10-12 per dollar in this market, which likely will operate in Venezuela and abroad.
Fourth, a formal black market also will appear outside Venezuela, though more slowly because companies, individuals and brokers in Venezuela still have to figure out how to justify, with the compliance departments of foreign banks, large sums of cash changing hands outside Venezuela.
Fifth, Devil’s Excrement thinks that a five-tier exchange market has been created: 2.6, 4.3, BCV, informal black and formal black.
The regime’s idiotic scheme is completely unsustainable. Two things will happen: either the regime’s new scheme will unravel quickly, or Venezuela’s economy will unravel first.
The Chavez regime does not have the slightest clue with respect to the tsunami that is about to strike the Central Bank in terms of demand for foreign currencies. Just to function normally, the economy needs between $60 million and $80 million per day – or roughly $15 billion to $20 billion per year.
The ONLY way that Central Bank can meet this demand is to stop giving dollars to Cadivi, but that would constitute a de facto devaluation.
Serious shortages of everything already exist, but they’re about to worsen much faster than anyone anticipates.
There won’t be a Central Bank forex market for at least another week, if not longer, and that alone could be sufficient to hurl the black market FX rate over BsF 10 per dollar before the end of May.
